Micromobility sharing is a transportation solution ideal for short-distance, point-to-point trips. It allows users to pick up an available scooter using app-based technology.

Bird Scooters

The City of Hopkins has entered into a pilot program with Bird Scooters to operate scooters for one season (April to November).

Scooters are “dockless” and can be picked up and dropped off within the areas serviced by Bird. These scooters have GPS capabilities to monitor use and identify location.

Using Shared Mobility

Scooter users must follow the same traffic laws as bicyclists. Scooter use is allowed on City and Three Rivers Park District trails, however, according to state statute, they can’t be used on sidewalks.

Scooters must be parked upright and stabilized with a kickstand when not in use. They must not be parked in any location or manner that will disrupt normal and reasonable pedestrian traffic or access to things such as pedestrian ramps, driveways, entrances, transit stops and crosswalks.

Bird Scooters are available from 4 a.m. to 2 a.m. After 2 a.m. scooters will be disabled, and trips will end.

Cost 

Birds will be available for an unlock fee of $1 and a per-minute fee of $0.39.

Bird has several discount programs available to residents and businesses:

  • Community Pricing: Eligible residents who qualify as low-income, veterans, students, teachers, senior citizens and select community and non-profit groups can receive special pricing. Use the online request form.
  • Healthcare Workers COVID-19 Program: To support communities during the COVID-19 pandemic, Bird provides two free 30-minute rides to healthcare workers and emergency personnel daily. Eligible riders can sign up by emailing a copy of their medical ID card to together@bird.co. To date, 2,500+ healthcare personnel have enrolled in the program and have taken 115,000+ rides.
  • Business Subscription Program: This program enables local businesses to purchase ride coupons for their employees to encourage eco-friendly commuting. The program can be customized to meet individual company budgets and preferences. To encourage adoption, Bird offers bonus rider credits to each employee for any month in which 75% of credits are redeemed.
  • Ride Passes: To accelerate a shift away from cars for short-distance trips, Bird offers several ride pass options including 1) Daily Pass: $19.99 for unlimited rides; 2) Weekly Pass: $1.99 for free unlocks; and 3) Monthly Pass: $5.99 for free unlocks.

Parking a Scooter

When parking a scooter, park out of the right of way, ensuring that sidewalks, driveways, and fire hydrants are accessible.

Scooter drop-offs are not allowed along Mainstreet or within the first 10 feet of an Avenue street adjacent to Mainstreet. Scooters may be parked anywhere in Clocktower Plaza.

Acceptable places to park scooters: 

  • Any public bike rack
  • Public bike parking
  • Public bike racks
  • Most city street signs (except stop signs and bus stop signs).

Do not park scooters in any of these places:

  • Against trees
  • Along handrails
  • Along streetlights
  • Against bus stop or stop signs
  • In a place that blocks the sidewalk or an intersection

At this time Bird is also scheduled to operate scooters in St. Louis Park and Golden Valley, so riders may ride between cities.

City ordinance and rental company rules regulate scooter parking.

Report an Unsafe or Abandoned Scooter 

DO NOT call 911 to report an unsafe or abandon scooter. Contact Bird directly or submit an Ask the City ticket.

An identification number is located next to a QR code on the scooter. Have this number ready when contacting the mobility provider or the City.

You can also report an abandoned shared bike or scooter through the City’s Ask The City notification system. 

If the scooter or bike is on private property and you are able to, please move it to the sidewalk or another safe place where it can be seen.
